Announcement on the reform of mandatory product certification marks
The State Accreditation and Supervision Commission has decided to reform the management of issuing CCC signs and issued the following announcements on related matters.
One. Cancel the audit and charge of printing / moulded CCC logo.
1. Since March 20, 2018, the designated marking issuing management agency (Beijing Zhongqiang Recognition Product Marking Technical Service Center) has cancelled the examination of CCC marking for printing/molding, and the corresponding fees have been cancelled. The licensed enterprises will print/molding CCC marking themselves.
Walter Interpretation: Products with CCC certificates will not need to be printed after obtaining the "Mark/Mold Mark Approval" and the "Mark/Mold Mark Approval" will become history on March 20, 2018;
2. The licensed enterprises shall print/mold CCC marks on their own in accordance with the Mandatory Product Certification Marks Additional Management Requirements (see Annex 1).
The licensed enterprise can print CCC logo on its own, but it must comply with the following specifications:
Specifications of certification marks
The CCC logo is divided into standard CCC mark and non-standard CCC mark. The ratio of external diameter of CCC logo ellipse long and short axis is 8:6.3, and the specific figure proportion is shown in Figure 1.
Two, the color of the CCC logo:
Unified printing standard specification CCC color is white plate and black pattern. If CCC mark is applied to the product or product nameplate by means of printing, moulding, moulding, silk printing, painting, etching, engraving, branding and stamping (hereinafter referred to as printing/moulding for short), the base plate and pattern color can be selected reasonably according to the appearance of the product or the overall design of the nameplate.
Two, the issuance and management of standard CCC logo.
1. Since May 1, 2018, designated certification institutions shall undertake the issuance and management of standard CCC signs. The fees shall be charged in accordance with the Circular of the State Development and Reform Commission on the Release of Part of the Fees for Inspection, Testing and Operation Services (Development and Reform Price [2015] 1299).
2. By May 1, 2018, each designated certification authority shall complete the preparatory work for the issuance and management of CCC signs of standard specifications, including the procedures for issuance and management of CCC signs, contacts, telephone contacts, etc., and publish them.
3. The designated management organization (Beijing Zhongqiang Recognition Product Mark Technical Service Center) shall undertake the issuance and management of standard CCC markers until May 31, 2018, and no longer undertake the issuance of standard CCC markers since June 1, 2018.
If the licensed enterprise does not use the mandatory mark by moulding, it may also apply to the designated certification authority to purchase the CCC mark of Standard Specification for use.
Three, simplify the category of integrating CCC logo.
Since March 20, 2018, CCC signs no longer label S (safety products), EMC (electromagnetic compatibility), S&E (safety and electromagnetic compatibility), F (fire protection), I (information security) and other sub-categories, the original CCC signs can be replaced according to the mold cycle and product inventory natural transition.
Four, strengthen the follow-up supervision of CCC marking and adding behavior.
Certified enterprises shall, when applying CCC markers of standard specifications and CCC markers of self-printing/moulding, strictly comply with the relevant requirements of "Mandatory Product Certification Marks Additional Administration Requirements" and "Mandatory Product Certification Implementation Rules", establish the use and management system of CCC markers of their own units, and record the use of CCC markers. Record and archive.
The designated certification authority shall strengthen the supervision and management of CCC signs, guide the licensed enterprises to correctly use CCC signs, and implement the main responsibilities of the certification authority.
The local certification and supervision departments at all levels should strengthen supervision and management of the CCC signs and enforce the law enforcement inspection.
The certificated enterprises must do well the record and archiving of CCC logo usage.
Five, other matters
The original Measures for the Administration of Mandatory Product Certification Marks (Announcement No. 1 of 2001 of the State Accreditation and Supervision Commission) and the Notice on the Administration of the Issue of Mandatory Product Certification Marks (Announcement No. 7 of 2002 of the State Accreditation and Supervision Commission) shall be repealed simultaneously.
